The messaging API returns ACCEPTED when it has taken your request. That is not DELIVERED, and it is not even a promise of an attempt. Our code treated the first as the second, which meant a billing problem upstream was invisible to us for a day.
Nothing in this platform reports a message as delivered on the strength of an accepted response any more. Delivery is read back from the network, and where we cannot read it back we say so rather than guessing.
It is why the omnichannel inbox distinguishes the two states on screen, which looks like pedantry until the day it is not.
